Abstract

Purpose

The purpose of this paper is to present the development and validation of the Universal Transformational Management Framework (UTMF), an entrepreneurial tool that guides the development of inclusion-driven strategic management, planning and practice in sport organizations.

Design/methodology/approach

A range of qualitative data collection techniques was undertaken in this action research: seven cross-sectoral semi-structured interviews; one focus group with sports professionals; a qualitative survey and research group consultations. A matrix analysis, a thematic analysis and secondary research were undertaken to analyze data.

Findings

The UTMF is a staged framework that embeds principles of behavioral, organizational and transformative change theory, guiding strategic development toward inclusion from a contemplation phase toward an action and maintenance stage. The UTMF is composed of 14 fundamental components identified as key areas that sport entrepreneurs should recognize and address for planning and delivering sport services that leave no one behind.

Practical implications

Policy makers, management and sport professionals have at their disposal an inclusion-driven framework that challenges their systems and establish mechanisms to leave no one behind.

Social implications

Organizational transformation can ultimately produce a contagion effect advancing equality and inclusion in society. The UTMF offers a structure for sport entrepreneurs aiming to facilitate and activate social transformation in and through sport.

Originality/value

The UTMF is a wide-ranging framework to facilitate an orchestrated transformation of sport organizations in order to provide universal services that include marginalized groups and address global challenges identified in intersectional agendas like the SDGs.

Abstract

This chapter describes an institutional choice that most Latin American countries have taken in the past 25 years: the creation of national Public Performance Monitoring and Evaluation (PPME) systems. We summarize research assessing their institutionalization, identify their shortcomings, and discuss trends demonstrating a potential – not yet realized – to fulfill their vocation as instruments of political and democratic accountability. Despite remarkable progress in their institutionalization, the evidence suggests that the systems fall short in producing strong results-oriented democratic accountability. Key factors hindering this aspiration include the systems' low credibility, problems associated to their diversification, low institutional coherence, and lack of effective coordination mechanisms to improve information legibility, its quality, its usefulness, and thus its use by both public managers and citizens. We suggest that PPME systems depend on environmental conditions beyond government structures and processes and argue that citizen-oriented mechanisms and entry points for social participation around the systems are required to fulfill their accountability function.

Abstract

Purpose

Call centers generate stress and absenteeism in staff and the literature suggests that people-oriented leadership is the right way of supervision for such a situation. This study compared its effects versus those of other types of leadership.

Methodology

Absentee data of 379 representatives of customer services of a Peruvian call center were analyzed and the representatives answered a questionnaire about the Framework of Values in Competition and its four types of leadership. Day and night work shifts were compared.

Results

It was observed that absenteeism declines with people-oriented leadership, although only during the day shift, and the addition of leadership oriented to change, results and control devalues models.

Limitations/implications

Future studies should cover the performance of the worker. The findings suggest a need to re-focus the theoretical focus on environmental contingencies that affect leadership effectiveness.

Originality/value

Leadership theorists will ask themselves in what circumstances the multiple leadership is effective. Call center managers will appreciate the organizational value of people-oriented leadership at the first level of supervision.

Abstract

Purpose

This paper aims to conduct a bibliometric study on e-government research, with special concern over finding bases on which electronic government studies are constructed.

Design/methodology/approach

This paper is a bibliometric study using citation, co-citation and bibliometric coupling analysis, applied to 161 selected articles published in 37 top journals in public administration.

Findings

The paper presents existing knowledge on e-government research and provides a categorization in terms of research subfields. The 40 top-cited works were classified into three subfields of intellectual influence: models and evolution; implementation factors; and adoption constraints. In total, 63 works were classified into three subfields of mainstream research: adoption (contextual and technological factors); evolution status and implementation; and social capital. The paper presents gaps in research streams.

Research limitations/implications

Because of the chosen research approach, this study has limitations that are inherent to bibliometric studies, such as the selection of journals and keywords. This work helps e-government students and researchers to understand the mainstream research of the field, presents the references on each stream and, in addition, provides information to public policy makers. Findings from this study can contribute to theory building in e-government research.

Practical implications

This study may provide support to government institutions to assess the allocation of public resources for research.

Originality/value

The paper fulfils an identified need to examine the intellectual foundations and mainstream research in the field of e-government, unlike other reviews. The paper makes a methodological contribution by integrating co-citation and bibliographic coupling in mapping knowledge.

Bibliometria utilizando análise de citação, cocitação e pareamento bibliográfico, aplicado a 161 artigos selecionados publicados em 37 periódicos de ponta em administração pública.

Resultados

Apresentar o conhecimento existente sobre pesquisa em e-government e fornecer uma categorização de subcampos de pesquisa acadêmica. Os 40 trabalhos mais citados foram classificados em três subcampos: Modelos e Evolução, Fatores de Implementação e Restrições de Adoção. 63 trabalhos foram classificados em três subcampos: Adoção (Fatores Contextuais e Tecnológicos), Status de Evolução e Implementação, e Capital Social.

Limitações/implicações da pesquisa

Devido à abordagem de pesquisa escolhida, este estudo apresenta limitações inerentes aos estudos bibliométricos, como a seleção de periódicos e palavras-chave. Este trabalho auxilia estudantes e pesquisadores do e-government a entender as principais vertentes de pesquisas da área, apresenta as principais referências e, além disso, fornece subsídios aos formadores de políticas públicas. Os resultados deste estudo podem contribuir para a formação da teoria na pesquisa em e-government.

Implicações práticas

Este estudo pode fornecer suporte a instituições governamentais para avaliar a alocação de recursos públicos para pesquisa.

Originalidade/valor

O documento preenche lacuna identificada em examinar a base intelectual e a pesquisa predominante no campo do e-government. O artigo faz uma contribuição metodológica ao integrar cocitação e pareamento bibliográfico.

Realizar una bibliometria sobre la investigación del e-government, con especial preocupación por encontrar las bases sobre las cuales se construyen los estudios del e-government.

Diseño/metodología

Bibliométrica mediante citas, co-citas y análisis de emparejamiento bibliométrico, aplicado a 161 artículos seleccionados en las 37 revistas académicas centrales sobre administración pública.

Resultados

Presente el conocimiento existente sobre e-government y proporcione una categorización en términos de subcampos de investigación. Las 40 obras más citadas se clasificaron en tres subcampos: Modelos y Evolución, Factores de Implementación y Restricciones de Adopción. 63 trabajos se clasificaron en tres subcampos de investigación general: adopción (factores contextuales y tecnológicos), estado e implementación de la evolución y capital social. El artículo presenta lagunas en las corrientes de investigación.

Limitaciones/implicaciones para la investigación

Debido al enfoque de investigación elegido, este estudio tiene limitaciones inherentes a los trabajos bibliometricos, tales como la selección de revistas y palabras clave. Este trabajo ayuda a los estudiantes e investigadores de e-government a comprender la investigación en este campo, presenta las referencias en cada línea y, además, proporciona información a los responsables de la política pública. Los hallazgos de este estudio pueden contribuir a la construcción de teorías en la investigación del e-government.

Implicaciones prácticas

Este estudio puede brindar apoyo a las instituciones gubernamentales a la hora de evaluar la asignación de recursos públicos para la investigación.

Originalidad/valor

El documento cumple con una necesidad identificada de examinar los fundamentos intelectuales y la investigación general en el campo del e-government. El artículo hace una contribución metodológica al integrar la co-cita y el emparejamiento bibliográfico.

Abstract

Purpose

The purpose of this paper is to consider the importance of structured and consistent practical cookery skills intervention in the 11-14-year age group. This paper reviews the impact and development of statutory and non-statutory cooking skills interventions in the UK and considers limitations in relation to life skills training. Currently practical cooking skills are mainly derived from two sources namely the non-statutory sector (community cooking interventions) and the statutory sector (Home Economics teaching).

Design/methodology/approach

The paper compares the two interventions in terms of effective long-term outcomes. Non-statutory cooking interventions are generally lottery funded and therefore tend to be single teaching blocks of, on average, six to eight weeks targeting mostly low-income adults and the literature emphasises a deficit of empirical measurement of the long-term impact. In contrast Home Economics classes offer a structured learning environment across genders and socio-economic groups. In addition it is taught over a substantial time frame to facilitate a process of practical skills development (with relevant theoretical teaching), reflection, group communication and consolidation, where according to current educational theory (Kolb, 1984) learning is more thoroughly embedded with the increased potential for longer term impact.

Findings

The review identifies the limitations of too many community initiatives or “project-itis” (Caraher, 2012, p. 10) and instead supports the use of the school curriculum to best maximise the learning of practical cooking skills.

Originality/value

This review will be of particular value to educationalists and health policy decision makers.

Abstract

The presence of Latin in heavy metal music ranges from full texts, intros, song and album titles to band names, pseudonyms, and literary quotations. This chapter sheds light on heavy metal's fascination with the history and ‘arcane’ sound of Latin, and investigates its patterns of use in lyrics with the help of Natural Language Processing tools and digitally-available linguistic resources. First, the authors collected a corpus of lyrics containing differing amounts of Latin and enhanced it with descriptive metadata. Next, the authors calculated the richness of the vocabulary and the distribution of content words. The authors processed the corpus with a morphological analyser and performed both a manual and a computational search for intertextuality, including allusions, paraphrase and verbatim quotations of literary sources. The authors show that, despite it being a dead language, Latin is very frequently used in metal. Its historical status appears to fascinate bands and lends itself well to those religious, epic and mysterious themes so characteristic of the heavy metal world. The widespread use of Latin in metal lyrics, however, sees many bands simply reusing Latin texts – mostly from the Bible – or even misspelling literary quotations.

Abstract

Purpose

The purpose of this paper is to explore the possible causes of the heterogeneous productivity observed in Spanish firms, finding evidence of a link between managerial capability and higher productivity in the context of family firms. Also, innovative human resource policies are much more frequently found in companies where there is a high level of management capability.

Design/methodology/approach

Productivity differences in Spanish family firms are, for the first time, analysed from a managerial view, and using multiple correspondence analysis (MCA).

Findings

This paper proposes a way to measure managerial capability. Innovative human resource policies are much more frequently found in companies with high levels of management capability. The authors show that sustained competitive advantage is not just a function of single or isolated components, but rather a combination of human capital elements. Besides, a clear association between high managerial capability and performance in family firms is established. Thus, better management skills enable Spanish family firms to design the necessary strategies and internal structures to facilitate their adjustment to the business environment, and, thereby, achieve operational performance gains.

Originality/value

This paper proposes a way to measure managerial capability and its association with productivity in Spanish family firms using MCA. The authors also show a clear positive association between high managerial capability and performance in family firms. Thus, better management skills enable Spanish family firms to achieve operational performance gains.

Este artículo explora las posibles causas de la heterogeneidad observada en la productividad de las empresas españolas, buscando un vínculo entre la capacidad de gestión y la productividad en el contexto de las empresas familiares. Además, se muestra cómo las políticas innovadoras de recursos humanos se encuentran con mayor frecuencia en las empresas donde hay una mejor capacidad de gestión.

Diseño/metodología/enfoque

Por primera vez, se analizan las diferencias de productividad en las empresas familiares españolas desde el punto de vista de la gestión empresarial, utilizando análisis de correspondencias múltiples (MCA).

Conclusiones

Este trabajo mide la capacidad de gestión de una forma innovadora. Las políticas de recursos humanos se encuentran con mayor frecuencia en las empresas donde hay una alta capacidad de gestión. Se muestra que la ventaja competitiva de la empresa no es la suma individual de cada elemento, sino más bien una combinación de elementos de capital humano. Además, se establece una clara asociación entre la capacidad de gestión y los resultados en las empresas familiares. Por lo tanto, la mejora de las habilidades de la gestión empresarial permite a las empresas familiares españolas diseñar las estrategias y estructuras internas necesarias para facilitar su adaptación al entorno empresarial, y de ese modo, lograr mejoras en los resultados.

Originalidad/valor

Este artículo muestra la asociación entre la capacidad de gestión y la productividad de una forma original, a través de análisis de correspondencias múltiples (MCA). Establece una clara asociación positiva entre la capacidad de gestión y los resultados en las empresas familiares. Por lo tanto, la mejora de las habilidades de gestión permite a las empresas familiares españolas lograr mejoras en los resultados.
